I live south of campus and have found the snow removal practice to be half hearted and unsafe with Provo's methods to be unforgivable.
In cities where snowfall is a given every winter the city should establish winter parking regulations. Included in these regulations generally cars are prevented from parking on certain sides of the streets depending on the day. For example on even numbered days the cars park on the even numbered houses side of the street, on odd numbered days the cars park on the odd numbered houses side of the street.
When these regulations are strictly enforced by fines and towing they work. Snow removal is able to happen in an orderly fasion and within a few days of the end of a snow storm the streets are completely plowed.
The current practice of a plow making one pass in one direction then another pass in the other direction leaving the cars with drifts next to them because of the snow plows is totally unacceptable.
In regards to snow removal from the sidewalks the city already has laws on the books regarding snow removal. These rules should be enforced. It is not fair to pedestrians or postal workers to have snow left on sidewalks days after or even weeks after a snow storm. This makes for a dangerous situation.
